São Paulo precisa respirar – Israel Russo

O sentimento de que São Paulo é absurdamente prejudicado pelo “pacto federativo” está novamente emergindo nas esferas públicas do estado; em diversos municípios já se discute nas Casas Legislativas tal problemática. Esse é um discurso recorrente na história do Brasil, mas desta vez pretendo explanar argumentos de caráter sociológico e econômico que demonstram a inviabilidade do sistema de arrecadação e distribuição monopolizados pela União.

Nosso ordenamento jurídico cobre um território de proporções continentais, algo incomum, por exemplo, na Europa. Se olharmos nossos vizinhos do norte, os Estados Unidos também são um país gigante, mas fundamentalmente distinto no que tange à distribuição de poder entre unidades federativas. A autonomia dos estados americanos proporcionam uma independência preciosa para a teoria da complexidade de Friedrich Hayek (1899 — 1992, Austria).

Primeiramente, é necessário ressaltar que nosso Estado opera por meio de um “racionalismo construtivista”, isto é, entende que cultura, linguagem e economia possuem raízes na razão humana. Essa tese defende a possibilidade de se criar e modificar instituições sociais por meio de colaborações mútuas em prol do coletivo. No centro de tudo (leia-se Brasília), mentes brilhantes decidem o que fazer com a arrecadação de todos estados.

Na visão hayekiana, dessa suposta centralização do poder não se sucede uma ordem intencional. O economista austríaco explica que a sociedade opera tal como sistemas complexos da química e da biologia; ela não é arquitetada, mas se adapta. Informações e habilidades estão dispersos na sociedade – não é possível concentrar o conhecimento existente em uma única esfera.

Os indivíduos usam seus conhecimentos para atingir seus próprios objetivos, e nesse caos surge a ordem espontânea. Ações intencionais geram resultados não-intencionais e, nos múltiplos efeitos imprevisíveis, a própria complexidade se torna uma ordem adaptativa. Trata-se da Teoria do Caos, primariamente apresentada pelo Nobel de Química, Ilya Prigogine (1917 — 2003, Moscou).

Como isso se aplica a nossa realidade? A tentativa de arquitetar uma economia linear por meio da centralização do poder na União prejudica estados que despontam e provoca comodismo a estados que pouco produzem. As atitudes espontâneas acabam sendo podadas pelo monopólio da ordem; quando se esbarra em um formigueiro, tentar concertar mais atrapalha do que ajuda. Não é possível alcançar o sucesso da administração pública se um país continental concentra todo orçamento em um contingente de parlamentares completamente distantes da realidade. O conhecimento está disperso e o orçamento brasileiro mostra que o Estado sequer leva essa falha em
consideração.

Vamos colocar essa problemática em números. Em 2019, o estado de São Paulo arrecadou R$ 422 bilhões através de impostos. Todo esse valor foi enviado para Brasília, onde 513 deputados (apenas 70 deles paulistas) decidiram como seria distribuído esse dinheiro. Desses R$ 422 bilhões, apenas R$ 55 bilhões foram destinados de volta para São Paulo. Faz algum sentido isso?

O restante do dinheiro foi distribuído para as outras unidades federativas. Por isso é comum vermos estados deficitários aumentando o salário de seus funcionários públicos quando, em tese, não conseguiriam pagar a conta. É um sistema de “recompensa” para a má administração e resultados negativos de unidades improdutivas.

Perceba que não se trata de um discurso separatista, mas é um absurdo que um estado que
representa um terço do PIB nacional receba de volta apenas 13% do que envia para a União. Longe
de se pensar em “rasgar a Constituição”, meu sentimento é muito mais conservador do que isso.
Poder-se-ia criar um projeto que altere progressivamente essa porcentagem, ou seja, diminui de ano
em ano o repasse que os estados fazem para Brasília.

Vale ressaltar que isso não se aplica somente a São Paulo. Há outras unidade superavitárias que
acabam pagando uma conta que não é deles; a descentralização do planejamento orçamentário
precisa acontecer em todos os estados, gerando autonomia e incentivo ao desenvolvimento.
