Qual o papel social do empreendedor? Como sua ação impacta nos mercados e na política? Muito se fala sobre empreendedorismo, mas é comum faltar uma análise do que seria um empreendedor. Mesmo na graduação de economia pouco se fala sobre isso, muitas vezes, tornamos os modelos algo tão abstrato que esquecemos de sua existência. Isso dificulta o entendimento dos modelos quando precisamos trazê-los para realidade para observar sua aplicabilidade e limitações. Apesar disso, o tema é tratado por autores de diversas vertentes havendo até certa convergência. Nesse texto trarei algumas dessas visões.

A visão schumpeteriana

Schumpeter, intelectual de origem austríaca, é talvez o primeiro e um dos principais autores a fazer esse questionamento. Ele observava na competição de mercado e na ação empreendedora o papel da inovação, que para ele era o motor do desenvolvimento econômico. A competição é o que leva as empresas a inovarem, as empresas mais inovadoras prosperam, as outras morrem, esse fenômeno ele nomeia de “destruição criativa“.

O empreendedor seria o agente principal no processo de destruição criativa, pois é ele quem pensa e/ou emprega novas formas de coordenar a produção em busca de lucro. O emprego das inovações, portanto a ação empreendedora, seria economicamente desequilibradora, pois tiraria a economia de um estado de equilíbrio, gerando distúrbios e crises, até que alcance um novo equilíbrio. Por essa característica, não seria previsível por modelos de equilíbrio estático.

O problema da visão de schumpeter está na crença de que o mercado irá se concentrar cada vez mais a ponto de tornar a inovação um fenômeno completamente burocrático das grandes empresas, que por fim passariam a ser controladas pelo Estado. Os empresários perderiam seu papel e o capitalismo seria levado ao fim pelo seu próprio sucesso. Junto ao seu desenvolvimento, também haveria uma mudança de valores com a elevação de ideologias anti-mercado e por fim, a ascensão do socialismo.

A visão de Israel Kirzner

Israel Kirzner, autor de origem inglesa, porém da linha da escola austríaca, tem uma visão em parte antagônica, em parte complementar a de Schumpeter. Assim como Mises e Hayek, Kirzner descreve o mercado como um processo que estaria constantemente em desequilíbrio. A ação empreendedora é o que coordenaria esse mercado pois perceberia os desequilíbrios como oportunidades de lucro.

Em Kirzner a ação empreendedora é caracterizada pelo “alertness“, um estado de alerta que possibilita o empreendedor observar novas oportunidades de obter lucro. Dessa forma, no processo de mercado esse agente estaria gerando novas descobertas e em consequência mais riqueza e maior coordenação econômica.

Ao descobrir por exemplo uma forma mais produtiva de fabricar algo, ou que existe demanda para um produto em certa região ainda não atendida, este estaria agregando valor as mercadorias e equilibrando a oferta a demanda. É importante salientar que não necessariamente o empreendedor é o dono do capital, apenas se utiliza dele da forma descrita.

Empreendedor Político: Kirzner e a Public Choice

Kirzner e autores da public choice como Randall Holcombe, também observam a figura do empreendedor político. Os agentes do Estado são agentes como qualquer outro, tão interessados em ganhos quanto qualquer capitalista. Dessa forma, o empreendedor político vive em estado de alerta na possibilidade de obter ganhos políticos.

No entanto, segundo esses autores, a ação empreendedora no meio político não agrega valor. Ela apenas transfere valor de um local ao outro, destruindo parte dele com os custos da burocracia e corrupção. Diferente de jogos ganha-ganha como em trocas voluntárias onde os dois lados “vencem”, este seria um jogo de soma-negativa onde alguns ganham parte do que os outros perdem, por se tratar apenas de transferência/”destruição” de renda.

Embora haja certo exagero nessa conclusão, ela não deixa de ser uma descrição essencial do fenômeno do empreendedor político.

Douglass North e as instituições

Douglass North é um dos principais autores sobre desenvolvimento econômico, se tornando ganhador do Nobel em 1993, ajudou a trazer a abordagem institucional para o mainstream da economia. North aplica a ideia de empreendedorismo como forma de explicar as mudanças institucionais. Para ele o empreendedor econômico e político são fontes de mudanças institucionais. Com o objetivo de maximizar seus ganhos e reduzir as incertezas estes, junto as organizações, podem pressionar para que as regras do jogo (leis por exemplo) sejam alteradas a seu favor. North é influenciado por Frank Knight que caracteriza o “juízo empreendedor” como a habilidade de sair com sucesso de situações de incertezas e riscos de desequilíbrio presentes nos mercados. A mudança institucional por meio de lobby e pressão política é vista por empreendedores como uma das formas de reduzir incertezas.

Conclusão

O empreendedor ou ação empreendedora tem papel fundamental na coordenação dos mercados, inovação, descoberta de novas oportunidades de lucro, geração de riqueza, redução de incertezas. Já o empreendedor político tem papel na observação das demandas políticas e de grupos de interesse. A interação entre os dois gera mudanças institucionais (podendo ser boas ou ruins). Em suma, os dois usam de seu estado de alerta para auferir ganhos.

Apesar de um tema pouco apresentado, sobretudo na graduação, a ação empreendedora faz parte da teoria de diversos economistas de vertentes diferentes, dentro e fora do mainstream. Desde Schumpeter e Kirzner até Mises, Hayek, Frank Knight, Douglass North, Randall Holcombe, etc. Sendo assim, é evidente que o entendimento da ação empreendedora é essencial para uma análise mais descritiva e realista de como a economia e política realmente funcionam na prática.
